This can happen for a few different reasons. Are you using too many rose petals and not enough water? How thin/thick is your hair? Has the rose water been in the fridge?
If your hair is on the thinner side, try cutting back on how many rose petals you use vs. the amount of water. Generally, I use 1 cup of petals and 2 cups of boiling water and my hair is pretty fine/thin!
In the event that you still have some rose water left over and it hasn’t gone bad yet, try mixing 2 tablespoons to 1 cup of water. Use this as a spray after you’ve shampooed and conditioned.
If you want to try again as a rinse, do the same thing (2 tablespoons to 1 cup of water) and try adding some apple cider vinegar (1/4 cup should do).
This may be happening due to expiration of the rose water, as well. Keep in mind that this will only last 4-5 days in the fridge and less if not refrigerated.

PS: Make sure you are rinsing your roses well with cool water before boiling them to avoid pesticides/debri in the rose water.
